Bugged Talents Empty improved scorch doesnt work?

Not sure when it started, but I recently found that my improved scorch talent doesn't work (it works before), so I am unable to stack the fire vulnerability to the targets, and for fire mage that sucks ><

I don't know whether this is just me or not, have to check with seymour....
